Minimum Number to purchase

If we set the minimum number to purchase to 3.

If the customer puts 1 in the add to cart box and then adds to cart then - the pop up box says successfully added - BUT if you go to cart it has added 3 items... so the customer thinks he/she is buying one but is forced to buy three.

What can we do about this? Thanks
