Checkout page - next button does not work

I have set up the checkout workflow so that the cart is on one page and the payment on the next page.

At the bottom of the cart is the continue shopping link and the next link.
The next link does not work - although it shows you cannot select it. the continue shopping link does work

Any ideas what i need to change?
