Registration for new customers doesn't show

Hello, This is the first time we use Hikashop. The problem is on Step 1 (Cart Status) in the the Checkout process:

The Registration for new customers doesn't show up. It gives this error message:
Registration not allowed

We followed the instructions on Hikashop Essential documentation for checkout settings. Please see our settings in this screenshot: prntscr.com/9ei70v

Lastly, we have set up PayPal as the payment method. Please see settings in this screenshot: prntscr.com/9ei7m5

We also tried changing the PHP version to 5.6.16, but it didn't work.
We also tried the process in FF but it didn't work.

We will appreciate your advise on what we may be missing in the settings or may be doing wrong.

Hi,

Could it be that user registration in your Joomla is turned off?
-> Users -> Manage -> Options... what's your setting for "Allow User Registration"?
