Please Create or Select an Address

Why does the checkout page says "Please create or select an address"? Is it because the address is incomplete? Because some info is entered but not all and I just want to be sure if that's the issue so that I can change the message appropriately.

That message will only appear when your customer won't have any billing / shipping address configured or selected.
