Header texts for workflow items

Hi,

For some people it is not so easy to understand the checkout process flow. Some people need some kind of explanation.
My experience is that you often have to tell people what to do exactly on a checkout page.

Is it possible to add a header text (HTML formatted) to the workflow items, where I can give a small clue in the form of some HTML formatted text?:

These are the workflow items that I want to give some text at the top (HTML formatted):

-login
-address
-shipping
-payment
-discount/coupon
-cart
-status
-fields
-checkout terms

If this is not possible by default:
- maybe it's an idea for a future release?
- can someone point me which files in that case I need to edit?
