MInimum items per order to checkout

Is that possible to set up the checkout to have a minimum quantity items (mixed products) to proceed? If yes, how can I set it up?

Yes. The simplest is to set a restriction on the "Minimum quantity" field of each shipping method so that no shipping method is found on the checkout if the user doesn't order at least that quantity of products.
