Paypal button not working?

When the blue Paypal button on my checkout page is clicked, nothing happens.

I assume it is supposed to redirect the buyer to Paypal to complete the purchase??

That button is the selection button of the payment method, not the validation of the checkout which you should find labeled as "next" and placed at the bottom of the page.

As you can see from the screenshot.
There is no 'next' button appearing. Which means buyers cant finalise any purchase. :S

A button 'Finish' is available at the bottom but only when I'm logged into the frontend.
I assume its a registration issue then.

I want guests to be able to purchase without logging in though.

That's because you removed the "register" button of the form. That's the one the user needs to click on in order to proceed.
If you don't like the fact that it says "register", you can rename it with a translation override:
