Registration not Functioning

I am working on a friends site that has the non business version of hika shop on it.
It is all working well with one exception.

When ever someone try to register they get this message:
This signup form has not been fully configured by the site administrator so it cannot accept new signups at this time.

I look in the control panels and i can see the user set up in joomla but not being activated and consequently not being added as a Hikashop user.

any help would be greatly appreciably. They are a non-profit and since it is the holiday season this is a big portion of their revenue.
