Described the problem resulted from a misunderstanding of the functioning of the plugin. On the occasion of problems with another plugin (plugin PDF) configurations checked again and found out that the problem lay in the configuration status of confirmation. I changed the setup and everything started working properly - PDF plugin and Google Analytics plugin.
I think it is more accurately describe the functioning of the Google Analytics plugin here (

). There is no information that the data is collected at the time of confirmation of your order status. In addition, it is worth to describe the configuration of an essential element of google analytic - including the e-commerce google panel.
