Taxable Vs NonTaxable Customers

We have a client whose customers are mostly nonprofit so they are tax exempt. So we created a registration system through Community Builder which adds them one of two shopper groups.
those shopper groups are assigned in the Joomla ACL and we have attempted to create and link those two groups in Hikshop so that when Shoppergroup1 person is logged in they do not see tax or pay it, but shoppergroup2 person pays tax and is added to the cart total. We are missing something... I can't save it when I add it to the shopper group.
The second issue is... I don't want the tax to show as part of the price. I ony wnat it to show in the cart checkout. I edited the settings for the System—> Configuration—> Taxes

Tax categories allow you to separate the different types of products in different tax categories. For example, if you sell alcohol and books on your website, depending on your country, it's highly probable that they get taxed differently.

In most cases, you only need one tax category, applied to all your products.

So there is no point in setting access levels onto different tax categories. You can only select one tax category per product.

Also, there is no need to have tax rules when taxes don't have to by applied.

So you setup should actually be really simple:
Only, one tax rule for the USA ( I don't think that you should tax foreigners... taxes should only apply to US based clients as far as I know ), set to your products tax category, for the tax rate 7.5%, to all customers types and limited to the user groups which should pay taxes.

I now have one tax zone
United States of America Default Tax Rate (7.5%)
Now how do I assign that tax rate to only "Shopper Group 2"—> that is my joomla acl group for people who should pay taxes. I also have a joomla special access user group |—|—|—Shopper Group 1 who should not see taxes and not pay them in the checkout.

When I enable the taxes in the products by assigning them the default tax all users are seeing the tax and it is being added to the category view price.
I just have one tax zone now United states Default Tax Rate (7.5%)
Product tax category I have no choices.

Still unlcear how I associate the taxzone ot the user group?

Hi,

Now you'll just have to edit your tax ("Hikashop->System->Taxes->'YOUR TAX'") and set the ACL's options of your tax, then only your "shopper group 2" will be able to pay this tax.
