Setting up Tax exempt zones outside the eu

ok guys im trying to roll out my site to offer worldwide shipping i have successfully implemented the ups shipping plug in so im set ready to send orders world wide

now the problem i have is setting up the tax system

i wish to charge inside the eu 20% vat then any other country outside the EU like the USA i wish to be Tax exempt.

here is a low down of my settings
Main settings
Default address type individual
Detailed tax display No Yes
Type of address used for tax shipping
Main tax zone 4501 Europe
VAT number check no check
Show taxed prices with tax
Round prices during calculations No
Apply discounts After taxes

Tax rules

1 Europe Default tax category EU (20%)
2 United States of America Default tax category US (0%)
3 United Kingdom Default tax category VAT (20%)

Hi,
The solution will be to :
1. Create 2 tax zones through "Hikashop->System->Zones" :
- One with all zones of the EU
- One with all zone except the EU.

2. create 2 taxes through "Hikashop->System->Taxes" with :
- The same "Product tax category" options
- Different rates 20 and 0
- Different zones (the one that you have previously created)

Hope this will help you a little.

i have done the above but when i try to check out with a non eu address i still get vat added to the price do you know where i could be going wrong
