add taxe only in one country

My client want to have 2 taxes rules:
One for our country with 18% taxes (he needs the invoice to show the price + taxes)
One for abroad without taxes.
I tried to configure helping myself with your tutorial in vain.
Can you please help me step by step how to configure it?
