Taxes set up for a state but show up on everything

I have an issue with the taxes setup, they show on everything regardless of address, even if no address is selected.

- I set up in configuration> Main tax zone > 4296 New York
- tax zone New York NY state 4296
- tax category New York state
-tax rate new york state tax rate 8.6%

I tried on the product system sales tax (no taxes charged), None (no taxes are charged), new york state (taxes are charged regardless of address or zone)

What is the issue and how can I solve this problem?

I think that your issue is coming from the fact that your tax is taking into account your "Main tax zone", did you tried it with a billing address which is not in the "main tax zone" ?

It looks like it works properly with the address... but that is not the main issue.

My problem is that it automatically shows added NY State taxes on everything. If you are in another state for which taxes should not be charged it looks like you have to pay additional taxes... very bad for business.

To test it I made the main tax zone Europe closed the browser, ran ccleaner, cleared cookies on fire fox and the results are the same. At checkout before any info is imputed is already adding NY state taxes.

Look at the images 1-configuration of main zone, 2- checkout with NYS added before any user info.

On the check out fields State and country I see Ain and France automatically filled in, I have the default country as the US ... how do I change that?
