Default Tax Category not being selected

Hi, when adding a new product the Tax Category being selected in the Prices and Taxes section -> Tax Category is "None". We want it to be set by default to Default Tax Category.

There are no other tax categories set in the configuration so this is confusing and no others have been added. The default tax category has an ID=1.

Please advise how "Default Tax Category" can be selected by default when adding a new category.
