Taxes is deducted instead of added.

When i set my products to display the default tax category, the tax is deducted from my set price instead of added to the price in the front end.

SEE IMAGE

Example:: My product price is set at $34.99
My default tax category rate is 9.25 per cent
The tax display price should be 38.22658, HOWEVER,
The displayed price is $32.03
I do not know how this tax is being figured??
If, the tax rate is being deducted from the price, the price should read $31.75 (which is an illogical process --
I do not want my vendors to have to back out the tax rate to determine what their price should be -- ????)

QUESTION How do i fix this?
