No TAX for EU customers

Hi,
since we're in the EU we would like to have possibility for customers that have valid VAT No. to buy without VAT.

I did set 3 tax rates and categories: 0% for EU companies, 22% (products) and 8.5% (books) both for individuals. Also I did set Out of EU tax (to be 0%), but somehow at checkout tax is calculated although valid VAT is entered by customer.

How can I implement no VAT for EU customers that have valid VAT No.
