Why, when we select a category or a product, the page returns always to the top?
If I have category type 3, i have to scroll down the page 3 times or more...

Sure. Lets assume I have category 1.Inside that I have category 1.1, and inside that I have category 1.1.1
Something like that:
Category 1
Category 1.1
Category 1.1.1

So, every time I click on a category, the page refresh and starts from the top. I have to scroll down again and select the second category, and then it returns to the top of the page again. Always this. It's boring if you have various categories inside others and if you have a big header with slideshows and user custom positions before the main body...

That's because these are links. When you click on a link, you go to a new page displaying something different. It's like that for any link on a website unless you add some advanced javascript to dynamically reload only the page you're interested in. Doing it like you want would be possible but difficult to implement.
Another solution would be for you to add an anchor on your listing view and then edit the links to add that anchor in the links of the categories. That way, each time the page refreshes, your browser would display the new page and scroll down automatically to the listing of products. You can do that if you know PHP by editing the files of the view category via the menu Display->Views.
