This part of your HikaSerial configuration looks almost good.
You're not listing the "shipped" status in the "assignable order statuses" so I guess that you're not using this order status for your orders (otherwise the serials will be removed from the order).
You gave us your HikaShop version number but you didn't mentioned your HikaSerial version number.
It will also be useful to get more details about your configuration (pack configuration, serial generated, serial linked of a sample order, etc).
We have to first check that the serials are right assigned to the order before checking the rest (like hikaserial views used in the emails).
