can you give an example about Global fee?

- Minimum quantity (filter)
- Minimum price (filter)

With "global", these minimum quantity and price are applied on the order (quantity of items in the order, total price of the order).
Without "global", these minimum quantity and price are applied per items (products) in the order (quantity of the item in the order / price of the product).

The fees are processed per item in the order ; so you can have different rules for each item.
The "global fee" indicates you want to set rule more globally on the whole order.
