Is it possible to:
1. Allow users to print their invoices without requiring a payment method?

I am trying to work on a solution that would allow them to submit a "request for quotation" instead of an order.

That is, users can add items to the cart and check them out but all prices would not be published on the order, thus eliminating the need for a payment method because, the prices would later be emailed of faxed.
