I tried to reproduce your problem in my local website and I think I don't have the same configuration than yours.
Which version of HikaMarket are you using ?
We will need more details about your HikaMarket configuration and vendor ACL, in order to reproduce your problem in our side and fix it.
Otherwise, if you want, you can send me a backend access to your website so I will be able to check your configuration directly (and duplicate it in my local website for my tests).
