I have a vendor who has limitation in access level, Like no access to (Discount, Payment, Shipping).
However,
[in the front end -> Vendor control panel -> Vendor Account] when this vendor adds new user , he has access to grant privileges to the new user. In this stage the vendor Admin can see all Access levels to be granted to the newly added user, and all access levels are checked (but that does not actually grant him/her access).
1) This list of access levels that appears to the vendor admin, should only show the granted access levels to him/her where he/she should not be aware of the other access levels provided in the system.
2) The new user added to this vendor should not be given the check mark on access levels that the admin has not been granted.
