It is interesting because I do not see any "country" field.
The HikaShop state custom field is working thanks to the "country" one.
Without country, HikaShop can't load correctly the zone.
You would have the exact same issue with the HikaShop users addresses.
So I recommend you to check the vendor address country settings and publish it.
