Sure it is possible but ; what do you mean exactly with a "successful vendor registration" ?
Because the vendor panel is available for vendors and you have to perform a successful registration if you want to have a vendor account.
So I need to understand why your vendor have access to the vendor panel but is not considered as a correct vendor for you.
