Create discount on multiple vendor

Hi

I try to have 15% off on multiple vendor for example a,b,c,vendor.

And after I create 3 discount of 15% off for a,b,c vendor.

I found only the last create one will have 15% off, for example I create discount form vendor a to b to c, and only c will have 15% off but not a and b.

I try several time, when I firstly create vendor a discount, vendor a will have 15% off, but as I create vendor b discount, the vendor a discount will disappear and only vendor b have discount, as so on for vendor c.

I want to ask how to create discount for multiple vendor.

So I can not create for example vendor a 30%off and vendor b 20%off and vendor c 40% off simultaneously?
