Vendor Total Fee

Hi, for my Taxes and Fees configuration, I am using 'Store paid directly'. Following are my settings:

Currency = PHP
Minimum Quantity = 1
Min. Price = 1
Flat Fee = 0
Fixed Fee = 0
Percent Fee = 15%
Global Fee = not checked
Group = All

I noticed that when the total amount ordered by a customer is P50,000 or more, the Vendor Total calculation shows the 15% deducted. However, when total amount is below P50,000, the 15% deduction does not take effect. The Vendor Total is just the same as the total value of the order. I have checked taxes, currencies and payment methods but I can't find any possible causes for it. Would appreciate your thought on this matter.
