The Login does not recognize the publishing states

We are having a problem in our site with hikashop latest version.
In the login area (after starting to buy) the customer can choose to login or to make a new register, and the problem is that the states that were appearing by definition were not the ones of the countries published.

I already unpublished the states that were appearing by definition (states from France when the country wasn't published), yet after doing that and leaving the correct states published, the front-page leaves the field unavailable and you can only make them appear in the state field, after changing the available country. and after that the states of each country appear.

But if the customer doesn't change the Country, the state field appears unavailable. And after finishing the register, the state that appears in the back and front end, is for definition the first one of the first Country in the list. And that bug error creates problems because we have different transportation costs for each state of that Country "Portugal".

Thank you for the response! The country there was Portugal, but problably for definition after unpublishing the France country and states. Because after applying and saving the information was updated in the front-page. and the cities are correct. Cheers
