Add a custom free shipping method by Zip Code?

I was wondering if there were already blocks that allow a shipping method to be added by zip code.

Ie. a certain local area with 4 or 5 zip codes allowed to pick up free with out reee shipping?

There is nothing to calculate shipping from the zip code. you would have to modify the manual shipping methods plugin for that.
