tax and shipping issues

Greetings,
I got a call from a very serious upset client whois not satisfied with the shopping cart. His reason being
He wants to set tax rates for New York which has various tax rates. he wants to see the tax reflected at checkout
shipping is by the weight of the product. he wants to see for example someone order 3 items, he wants the cart to calculate and add the weight of all items together. The weight of the item is 1lbs and the cost of the item is $20.00, shipping is $6.99. If i buy 2 items at checkout i should see product price+shipping(*2) +tax which is
(2 items $40)+(weight shipping $13.98) +(tax 1.77 NY tax rate)
He wants to see discount as this....Buy one jar for $20.00. Buy 2 and get 50% off the price of the second jar. Buy 4 and get a 25% discount on the entire purchase price
Sir I take time out to type out this because I like your shopping cart. I want to purchase it the instant you tell me this can work and you are willing to help me set it up at the backend.This is my last attempt.

1. There are other people who did just that. You can follow the indications on that thread:

2. You need to set the weight of your products to 1lb and then set your manual shipping methods via the menu "System->Shipping methods" with restrictions like that:
from 0 to 1.5lb => $6.99
from 1.5lb to 2.5lb => $13.98
...etc...
The rest will be handled automatically by the system based on the total weight of the order so that the customer only sees the corresponding shipping methods.

3. When you edit a product, you can set several prices on the right panel. So you can define different unit prices based on the ordered quantity:
$20 for 0 min qty
$15 for 2 min qty

Then, the price displayed in the cart will be updated automatically based on the quantity ordered by the client.

Ok I have created all the tax zones in NY. Do I have to create a tax category for each zone?

No. Tax categories are for products.
For example, if you sell books and alcohol on your website and that they have different tax rates in some of the zones where you ship, you will have two tax categories. One for books and one for alcohol so that you can define the different tax rules for these two types of products independently from one another.

Ok lets do it this way. I created the tax zone for Chautauqua which has a tax rate of 7.750. Where do I go to add the 7.750 tax rate so that it appears on checkout? I have to do this for all zones.

You need to go in the menu System->Taxes, there click on the new button. Select the zone of the tax rule, the tax rate, the tax category and publish the rate and save.
