Submit button placement

I've gotten some comments from people ordering from my clients site, that say that the submit button is in a strange place..

I'm running no registration.. the submit button is after the personal information and before the shipping and payment choices. The problem arises when someone chooses the credit card option.. They will fill in their personal info, then the credit card info, then push submit. This creates a 'user' but deletes their credit card info and they much put their credit card info in again, is there any way around this issue?
