Registration and Credit card

On my check-out page one either logs in, registers and (submits) and adds their payment method (see attached). How do I have it just be a registration/login page, then once thats complete it directs them to the payment page.

You need to change your checkout workflow option in the Checkout tab of the configuration for that:
