Why is AU Post Additional Charge added to Tax?

Just been trying to get a postage & packaging charge on top of the AU Post charge for the Australia Post plugin.

Initially tried to get it to add a percentage to the postage charge. This was then taken off the postage charge not added. Found out on the forum this had changed since the help was written. Then tried to put in an additional charge and it gives me some strange totals ... The shipping total is less the additional charge ...
