I need help setting up taxes?

Can someone please give me more information on setting up taxes? I set up a tax category, and I also set up a tax rate but I don't see any way to intergrate these together. I just need to charge taxes for people living in my state. Can someone help with this?

Components > HikaShop > Configuration
System > Taxes
In the Tax Rules you'll use 3 buttons
Manage Tax Categories Button, Create a category for Sales Tax
Manage Rates Button, Create a new rate (Ex. namekey = texas_sales, rate = 8.25%)
Click New;
Tax category Sales Tax
Rate texas_sales(8.25%)
Zone 0 edit delete
Customer type all
Published Yes

Thanks for these explanations. - I have followed these and set up tax rates for a few countries, including a German tax rate which I associated with the default tax category and tax zone set to "Germany". I then set up another tax category for Austria with the Austrian rate and the tax zone set to "Austria".

Now a test user with a German address sees the German tax during checkout.
Another test user with an Austrian address sees no tax at all.

The product these test users are trying to buy is set to the default tax rate.
What do I have to do that users from other countries (zones) see their respective rates?
When will / should HikaShop switch over from showing a (default) German tax rate to showing an Austrian one? (After login?)
