Delivery - adding a per mile charge

One of my clients wants an option to do a delivery of their product (fresh live fish) and they would like to have an ability charge a fee per mile from their shop to the destination based upon Google Maps calculations.

For example and I'm using nice round numbers to make this example easier:
Customer orders Walleye and wants them delivered to their pond.
Delivery per mile is USD $1
Google Maps (or some method of computing distance) shows 30 miles from the shop to the delivery site
Shipping costs are $30 added to the order.

Is there a plugin for this computation or some integrated method to do this?

I have a client who just asked for this (rate based upon mileage distance) as well. In their case, they will be shipping furniture and using a freight shipping company. So in short, there appears to be multiple scenarios (though perhaps not common) for determining shipping by mileage.

I understand that this would require a plugin. I am a developer, and it is likely I could develop this feature (given enough time and pay from the client). If I do want to try developing such a plugin, do you have any recommended plugin for using its code as a starting point?

Has there been development on this with the build-in plugin?

My client opted for a simpler shipping solution. So I was not commissioned with pay to develop such a plugin.
