manual shipping cost by city

Hi there

1_Can hikashop do shipping cost restriction by city?? Unfortunately in my case,, the shipping cost is different for each city in the same state.. How do i solve this??
2_How do i link city based manual shipping plugin to customer address?? as i notice the link is by state..
3_How do i create a dropdown list for city in customer address?? Similiar like how hikashop select the country,, then restrict the state list,, (addition) then restric the city list..
