Paypal problem on checkout

Hi, I'm having problems with my Paypal checkout. My paypal account only works in Singapore, when i buy using other countries address and shipping information my purchase dont go thru and just do like back to top page. In my paypal payment plugin i put the zone as 188 singapore so im hinting maybe i need to input all the zones somewhere, My question is: do i need to input all the zones in each country in order for the sale to go thru? if so how and where can i input all the zones i need? please advise.
