Address Field order on Guest/Registration form

I have modified the order of the address fields in all the address_template items as shown.

What else do I need to do to get the address in the correct order during checkout?

Addresses appear correct in invoices however when I view the Registration or Guest address entry form the fields are still in the incorrect format.

I had done that a long time ago for another site and totally forgot about it.
