VAT is being added

I need help. VAT is being added to a few orders made by US customers shipping in the US. I have looked at all the settings and can't find how to turn this off and this has only showed up on 2 orders. The problem is, PayPal gets confused and rejects the order.

I reset you password - it works now

I made some changes. I realized in the zone section, I had added "tax" instead of the countries that would have zero tax. Can you double check to make sure i did it correctly. Thanks

I think I fixed the issue. I went back and read your instructions again, made a few changes and when I tested it, it the issues seems to have been fixed.

This issue is still there. VAT is being added to any order that is in the same state as the store and on taxable items. I have looked at all the setting and I can't figure it out. PLEASE HELP.
