Shipping address - only in some province

...I have this problem,
my ecommerce must be delimited to customer from selected province.
This value is selected in the field address_state and is not possible to remove values from it.... (I think)
Wich is the best way to have a dropdown list of available province in the checkout SHIPPING ADDRESS? I can have customer registred in other province but I can ship only in some!

Can you give me more information about it, do you want to display existing zones on your dropdown ? How do you exactly want to restrict your shipping method ?
