Calculate Shipping Prior to Login

Customers will call me for a quote. There are times when the customer isn't interested in providing me all of their personal information just to give them a price. Because the shipping cost is also important, I would like to be able to type in their zip code then view the cart with the total. So I put "Shipping" first then the "Cart". When I gave this a try, the system bypassed Shipping and Cart and went straight to the Login area.

How do I give a customer a quote with everything prior to the Login step?

You see, it'll take a custom solution, like for example a custom plugin.
