how can we let register or login user can add to cart while do not check out

hi admin,

we know hikashop default "After a product is added to the cart" at system configuration force new user to register before add cart,
but can we set to option like below:

1) force new client to login when add to cart
2) let login or registered user to "stay and display a popup notice"
