Can't pay without connected

I would like the customers don't have to sign up to my website to pay...

I've set the option like this :

But i can't get over this step in the checkout without sign up...



What should i do to let the user pay without sign up please ? there isn't any button now to pass this step without been connected or registered... what's wrong ?
