Checkout flow restart & jumps to second step

Hello,

I encounter two problems that i can't seem to solve on my own.

First problem - checkout flow restarts:
when I start the checkout flow and go through step one (shopping cart, shipping method) and step two (login & adress) and click next, the checkout flow restarts completly without reason.

Second problem - jumps to the second step of the checkout flow:
When I revisit the webshop, add a product and click on the cart button to go to the checkout flow, he automatically starts with step two (login & adress) and i can't go to step one (shopping cart, shipping method). This means that someone can't select his shipping method or has an overview of the selected products.

Could someone please advise me how to solve them both?

I've setup my checkout in three steps, step one and two mentioned above and step three (payment method). Visitors don't need to register, setup with these steps:
- Go to "Hikashop->System->Configuration->Checkout"
- Set the "Display method for registration" option to All in one page
- Set the "Registration" option to Guest

this seems to be an joomla related issue. I am experiencing the same issue since 3 days when I updated the joomla installation from 3.4.8 to 3.6.5.
