Unable to see "state" drop down box

In checkout when the user has USA only as an option, where I dont ship to other countries. If USA is the only option the state dropdown doesnt work at all. When I add canada the only way to get the state drop down menu to appear is to select canada, then go back to United states and then the states dropdown menu appears.

What I would like is the state dropdown menu to load from the start and have USA as the only option.

Currently its very confusing and as a result I end up with customers with out any State information.

I need the country for the shipstation plugin otherwise I would unpublish the countries field.

Have the latest build. See Screenshot for build number.

Problems I have:
1. Still gives me a "blank" for state. No ability to select
2. Charges State Sales Tax Automatically before state is entered.

Tried Changing the Tax zone to United States to see if it would fix anything... With no luck.
