I suppose that you're talking about that step of the checkout:

It's normal that it doesn't let you continue.
You have the "shipping" view on that step of your checkout. This means that you require the customer to select a shipping method on that page.
But as you can see, there are no shipping methods to select as HikaShop couldn't find any. So it doesn't let you continue.
HikaShop actually displays an error message there, but you don't see it as your template is not displaying messages:

So that means that you'll have to configure shipping methods so that they can be selected there (at least one), or remove the "shipping" view from your checkout workflow" if you don't want any shipping fee.
