Coupon for product and shipping

What do you mean by "to receive a free sample.", you mean somethning like a free product, right ?...
For other points, I think about a way to proceed, follow my point step by step :
- First create a user group that will be only for your new customers.
- Then you can create your free product, and restricted it in order to be display ONLY for this user group.
- Configure a new Shipping method in order to be as well a free shipping, and restricted as well and so,that only works for this user group.
- And in order to avoid that people, of course order several time this "free sample", configure a mass action in order to automatically move the user in a regular user group, and so free sample & free shipping won't be displayed anymore for hum.

I'm going to propose a simpler solution:
It's normal that the coupon doesn't cover the shipping cost since the coupon value is calculated before the shipping fee is calculated when the cart is being loaded from the database.
But there is an easy solution.
In your existing shipping methods, select a minimum price of 0.01 with the "include virtual product prices" setting activated.
Then, create a new manual shipping method with a price of 0, a maximum price of 0.01 and the "include virtual product prices" setting activated.
That way, when a coupon code is used with modifies the total of the products + coupon to 0, the new manual shipping method with a price of 0 will be selected automatically and thus the customer won't pay for the shipping fee.
