I would recommend first reading this tutorial:

It explains how to edit the view files and how to find which view file you want to edit.
That way, you'll be able to easily find that out.
There are several views involved in the address block of the checkout and thus the exact view file to edit will depend on how the checkout is configured exactly and what change you want to do where, so I can't say exactly what to do with the information I have from you so far.
