add a Shipping method for all state in a country except one state

hi,
how can i configure a shipping method to be available for all status in a country sxcept just one state ?

i've tried creating a shipping zone and add all states except that one and ad the shipping zone in my shipping method zone restriction.
but no matter which state i choose the shipping method is not available !

please advice !

Hello,

Creating a shipping zone is the right solution ; but you need to be sure that you did not included a country in your list because it will include all its sub states.
