Checkout clears cart and reloads page when not registered on checkout

if a user gets to the end of the checkout without registering, selects paypal, checkes the agree to terms box, then presses finish, then the cart page reloads, clears the cart, and sends you to the homepage (as the cart is empty).

This clearly is some kind of strange bug. Surely there should be a message shown on the page if the user is not registered and is trying to finish the checkout.

i figured out the issue, it is with super user that not have address set. it happen when user has logged in admin area, which is why i was only one seeing problem. it shouldnt be able to occur for end user so it is not problem.
