As you noticed, your request is related to some CSS and customization :

I tried to search with Fire Bug and F12 key from Chrome, but I can not locate css to modify

And you only provided a screenshot of your page, so we cannot have access to your page and you can see what is going on.
Hopefully, your username is your website (but you should still provide the link when you create new threads in that forum).

If you want to switch the two blocks, it would be best to use a view override and not some CSS which will be incompatible with the grid system.
